The general assembly is not a formality. It is the mechanism through which VNPL remains accountable to its members. Decisions made here carry formal weight — from budget approvals to constitutional amendments.
The annual general assembly is VNPL's primary democratic forum — where members review the year, debate priorities, elect leadership, and formally shape the organization's future.

From proposal to policy
Propose
Any member may submit agenda items or motions in writing prior to the assembly date.
Discuss
All registered members debate proposals with facilitation from the chair.
Vote
Formal votes are held by a show of registered member proxies or direct attendance.
Enact
Passed resolutions become VNPL policy and are documented in official minutes.

Member participation
